Barred windows on the ground floor are usually a safety precaution, although sometimes they can be decorative. The buildings in the city of Volterra, Tuscany in Italy are centuries old, and the windows can show their age. The look of the vertical and horizontal bars are softened by the lush green plants, as well as ensuring a certain amount of privacy for the house owner.
